(1955 to 1964), Sterling Johnson (1961 to 1972), Dr. James Sloan (1961 to 1982), Dr. Francis Bourne (1959 to 1979), Julian Jay (1963 to 1971), and General Manager Lowell Felt are joined by representatives from the Palmdale Chamber of Commerce and local and state dignitaries for the 1963 ribbon cutting and dedication ceremony for the District’s new office building at 2005 East Avenue Q in Palmdale.

Palmdale Water District Directors Russell Franzen (1955 to 1964), Sterling Johnson (1961 to 1972), Dr. James Sloan (1961 to 1982), Dr. Francis Bourne (1959 to 1979), Julian Jay (1963 to 1971), and General Manager Lowell Felt sign the Supplemental Water Contract with the State Department of Water Resources in 1963 so the District can begin taking water from the State Water Project.

Palmdale Water District General Manager Lowell Felt and Directors Al Beasley (1964 to 1972), Sterling Johnson (1961 to 1972), Dr. James Sloan (1961 to 1982), Dr. Francis Bourne (1959 to 1979), and Julian Jay (1963 to 1972) meet in 1968 at the National Capitol in Washington D.C. through the Antelope Valley Board of Trade to promote the Districts pending application with the Department of Housing & Urban Development for a $900,000 grant to aid in the construction of the District’s Purification Plant. Meetings were also held to discuss a Small Business Administration Loan for the purpose of developing recreational facilities on 100+ acres of land in conjunction with the reconstruction of Palmdale Reservoir.
